Created this because I've been in Wales for a bit and realised that OS4 lacked
support.
This is only part of the puzzle - ISO-8859-14 seems poorly supported in OS4.

Topaz/8 needs an ISO-8859-14 version, otherwise OS4 tends to default to using
ISO-8859-1 which lacks W-circumflex (Ð) and some other characters.  Properly
written
programs with a Welsh catalog in the correct charset should still display
correctly
however.

The other issue is keymap - I've created a modified keymap which has the
circumflex characters on Alt-W etc, as well as via DeadCircumflex (Alt-H).
Alt-D is DeadDotAbove which is useful for the other ISO-8859-14 characters but
probably not much use for Welsh language typing.

Note that the Deja Vu font doesn't have all of the DotAbove characters anyway.

INSTALLATION

Copy the locale and devs directories to the root of SYS:
(alternatively, copy the contents to the respective directories in SYS:)
